Project Baccara (MCP250007, District 4) requests a Military Compatibility Permit for a natural gas-fired power generation facility (with turbines) and data center on ~160 acres north of Olive Rd., ½-mile west of Litchfield Rd. in west Glendale.
The Planning & Zoning Commission recommended BOS approval (8-0 on 4/9/26) subject to conditions requiring substantial conformance with the March 2026 narrative, specific land uses, height/setback/screening standards, pre-annexation water/sewer agreements with Glendale/EPCOR, full Luke AFB compatibility compliance, and MCESD public water system approvals if applicable.
Conditions also mandate engineering/drainage plans, fire protection, air quality permits, and include revocation provisions for noncompliance.
Concerns:
Water, Energy, Environmental. See document HERE.
Concerns:
MOU only treats children as the victim, when often, an adult partner victim to abuse exists.
MOU does not take a whole family approach.
There are no considerations for due process or family advocacy organizations.
Public comment time is 2 minutes.
Talking Points:
The public elected Recorder Justin Heap to take on the full statutory duties of the Recorder's Office. This Maricopa County Board of Supervisors (BOS) spent the last year falsely accusing the Recorder on a number of issues, just to find out the judge ruled Maricopa County has indeed been breaking the law in election administration.
Now, the BOS is wasting more of our tax dollars and delaying the will of the voters again by filing for a stay. The BOS is admitting they've known they've been breaking the law this whole time.
Follow the court order and give Recorder Heap his full statutory duties, staff, budget and resources.
