8B3. PUBLIC HEARING ITEM: Introduce and hold the first public hearing to adopt an ordinance addressing public health, safety, and welfare by amending Chapter 26 of the Tempe City Code relating to police and adding a new Article VI related to the use of automated license plate reader (ALPR) technology. The second and final public hearing is scheduled for October 15, 2026. (Ordinance No. O2026.46)

It would ban city LE ALPR use, funding, and future contracts, and require destroying existing ALPR data (with limited carve-outs).

Staff say Tempe already deactivated cameras and ended its Flock contract.
