Fountain Hills Town Council Regular — Tuesday, October 20, 2026, 5:30 PM (doors open 15 minutes before)
Fountain Hills Council Chambers, 16705 E. Avenue of the Fountains, Fountain Hills, AZ 85268
Agenda: https://fountainhillsaz.portal.civicclerk.com/event/202/files
Item 9.d — Ordinance No. 26-17: Automated License Plate Readers (ALPR ban)
• This item is listed as DISCUSSION only. The agenda does not list a vote on it.
• The Council tabled Ordinance 26-17 on a 4-3 vote at its October 6 meeting and moved it to this meeting. The ordinance text is the same as it was on October 6.
• It was presented at the request of Councilmember Skillicorn, with support from Councilmembers Larrabee and Watts.
• The ordinance adds Article 16-4, Automated License Plate Readers, to Chapter 16 (Streets and Sidewalks) of the Town Code.
• It would ban the Town from acquiring, leasing, funding, subscribing to, contracting for, installing, operating, or hosting ALPR systems, and from buying ALPR data or query services.
• It would also bar other agencies or vendors from placing ALPR on Town property or right-of-way.
• ALPR is defined to cover equivalent vehicle-identification and vehicle-signature technology, not just one brand name.
• Why this matters: Fountain Hills does not run plate-reader cameras today. This ordinance would lock in a clear ban before vendors or partner agencies try to put that technology on Town streets. Because this meeting is discussion only, the Council has to decide to bring it back for a vote.
• How to speak: Fill out a Request to Comment card and hand it to the Town Clerk before the meeting begins. Late or incomplete cards are not accepted, and you need a separate card for each item. Your card must list the item number (9.d), whether you are FOR or AGAINST, and whether you want to speak or submit written comments. You can also submit a card online at https://www.fountainhillsaz.gov/publiccomment by 12:00 PM on Monday, October 19. Speakers are limited to three minutes.
• Ask: Show up and tell the Council to bring Ordinance 26-17 back for a vote and pass it, so Fountain Hills stays free of ALPR surveillance.
