Item 5.e — INFORMATION: Placer.ai Park Data Usage


• This is an information-and-discussion item, so there is no vote. The agenda lists no cost and no contract for it. City staff (Director John Kennedy) will present how residents and visitors are using Glendale's parks, based on Placer.ai data.


• Placer.ai is sold by Placer Labs, Inc. The City's staff report says its data "is drawn from a panel of tens of millions of anonymized mobile devices and extended through machine learning models to estimate visit counts, peak times, and where visitors travel from."


• Why this matters: this tracks where people go through their phones instead of their cars. It is the same company that is on Glendale City Council's tentative Oct 27 agenda (Item 26), where Council is expected to ratify a Placer Labs agreement.


• How public comment works here: the Citizen Comments time (Item 3) is only for topics that are not on the agenda, so the public cannot speak on Item 5.e itself. The agenda lists no email or eComment option.


• Ask: show up and watch the presentation so the Commission sees residents are paying attention. Staff say they will "welcome the Commission's questions," so this is the Commission's chance to ask what data the City gets, who can see it, and how it ties to the Oct 27 agreement.


• Want to speak? Because the Oct 27 Placer Labs agreement is not on this agenda, you can raise it during Citizen Comments. Fill out a Citizen Comments Card before the meeting starts, give your name and address at the podium, and you'll have 3 minutes.
