Packet: https://public.destinyhosted.com/goodydocs/2026/CC/20261027_2450/2450_2026-10-27%20RETREAT%20Agenda%20Packet.pdf

• Goodyear's City Council will discuss its annual Strategic Plan update, which adds a new police technology item: "Goodyear Real-Time Intelligence and Tactical Center (GRIT) Phase 2." The plan describes it as using technology to "decrease police response times, improve crime prevention, increase criminal investigation solvability rates, and enhance officer safety, while boosting the capabilities of the center with a Drone as First Responder (DFR) program." It is listed for Police and IT in fiscal year 2028, with a "Work Session on recommendations" as the next step. The packet does not say what the center does today, which vendors or data it uses, or what Phase 2 would cost. This meeting is discussion only, and no vote will be taken.

• In the Council's own planning survey, one council member wrote that the city needs "an ongoing conversation about the technology we use and, just as important, how we communicate that to residents. People should know clearly what we are and are not doing."

• How to comment: The retreat agenda has no public comment period, speaker sign-up, or comment deadline, and it lists no livestream. You can attend in person. To ask how to send the Council written comments before the meeting, call the City Clerk at (623) 882-7830.

• The Ask: Ask the Council to make public what the GRIT center does now, which vendors and data it uses, and what limits apply, before GRIT Phase 2 or a police drone program goes any further.

• Contacts: City Clerk's Office, 1900 N. Civic Square, Goodyear, AZ 85395, (623) 882-7830, www.goodyearaz.gov/cityclerk.
