Item 7.a — Follow-up Presentation by BluEarth Renewables US on the Proposed Papermill Wind Energy Project
• MARBLE CAKE GOVERNMENT ALERT: Large wind and battery projects like this line up with policy pushed by marble cake government associations.
• This is a presentation only, so the Board will not vote on Tuesday. The vote on the project will come at a later meeting, which makes this the best time to learn what's being proposed.
• The project would put up to 85 wind turbines, each up to about 675 feet tall, on about 30,353 acres west of Snowflake. Thirty-seven of those turbines would sit on State Trust land. It pairs 340 megawatts of wind power with 500 megawatts of battery storage.
• The development agreement would run 35 years, with one 35-year extension. That could tie up this land for up to 70 years.
• Why this matters: at the first briefing on September 22, residents and Supervisors raised concerns about the County's Comprehensive Plan, nearby homes, the national forest, water, wildlife, decommissioning, and roads. Tuesday shows whether the developer has real answers to those concerns.
• How public comment works: to speak in person, hand the Clerk a Request to Speak form before the meeting starts. Each speaker gets 3 minutes, and late forms are not accepted. Written comments go to leah.thomas@navajocountyaz.gov, but they were due 24 hours before the meeting.
• Ask: show up or watch the livestream, and note what the developer says about water, nearby homes, decommissioning, and roads. Then be ready to weigh in before the Board votes at a later meeting.
